Can I change the person who is listed as the corresponding author on this paper because the person who is listed has moved institutions and no longer has access to IReL funded APCs?

Publishers have different rules about this, so double check the publisher's author guidelines.
With Elsevier publications, the person designated as Corresponding Author may be changed, but a Corresponding Author must either be a proxy registered or self-registered Editorial Manager user. If the Corresponding Author designation is changed, the original submitting Author will not have visibility to the submission if the submission is not completed, nor will the submitting Author have access to a submission once the PDF is built.
With Springer publications authors are strongly advised to ensure the correct author group, the Corresponding Author, and the order of authors at submission. Any changes to the author list after submission, such as a change in the order of the authors or the deletion or addition of authors, must be approved by every author. Changes of authorship by adding or deleting authors, and/or changes in Corresponding Author, and/or changes in the sequence of authors are not permitted after acceptance of a manuscript.
